What do you mean by the Directive Principles of State Policy ?
Answer:
The ‘Directive Principles of State Policy’ are ‘guidelines ’ or ‘directives’ given by the Constitution to the central and state governments to adopt such policies as to improve the condition of their countrymen. If these principles are followed, a welfare state which ensures justice, liberty and equality can be established.

Question 2.
Narrate any two Directive Principles which promote internationalism.
Answer:
Two Directive Principles which promote internationalism are :

  1. The state shall promote co-existence among nations by settling disputes through negotiations, mediation or arbitration.
  2. International laws and treaties shall be fully honoured.

Question 3.
Mention two ways by which the Directive Principles, concerning the Scheduled Castes and Scheduled Tribes, have been put into practice by the Government of India.
Answer:
Reserved posts and reservation for political seats and fee concessions have been given to Scheduled castes and Scheduled Tribes by the Government of India.

Question 4.
Name any two Directive Principles which have been implemented fully or partly by the Central and State Government.
Answer:

  1. The state shall put an end to exploitation of Scheduled castes and Scheduled Tribes.
  2. Economic and moral exploitation of infants shall be stopped by the state.

Why are the Directive Principles not justiciable ?
Answer:
The Directive Principles are not justiciable because we cannot take recourse to law for their implementation. They do have a moral sanction behind them but not a legal one. If the Fundamental Rights of a person are violated, he has a right to move the court. The Directive Principles have no legal remedies.

What is the significance of the Directive Principles of State Policy in the Indian Constitution ?
Answer:
The significance of the Directive Principles of State Policy lies in the fact that they provide ‘guidelines’ to the government according to which it formulates its internal and external policies. If these principles are followed, a welfare state which ensures justice, liberty’ and equality can be established.
Moreover, even if the Directive Principles are not justiciable no government can ignore it. If a government fails to implement the Directive Principles, the voters may refuse to vote them. Thus, they become the yardstick to assess the success or failure of a government.
They also guide a new government which is raw and without any experience. Thus they play an important role in the political life of this country.

Question 2.
Which Directive Principles seek to improve the people’s economic and social conditions ?
Answer:
The Directive Principles which seek to improve the people’s economic condition and social conditions are the following:

  1. The state shall take care to provide employment to every individual-man or woman.
  2. The state shall prevent concentration of wealth. It will see to it that there is equitable distribution of wealth and material resources among people.
  3. The state shall try to ensure such wages to the workers so that they can have a decent living standard.
  4. The state shall look after the right to equal wages for equal work.
  5. The state shall see that economic and moral exploitation of infants should be stopped.
  6. It shall also see that the conditions of work are not intolerable and that nobody is forced to work against his or her will without adequate wages.
  7. It shall endeavour to provide compulsory and free education to all children between the age group of 6 and 14.
  8. It shall devise a common and uniform code of conduct for all sections of society.
  9. It shall put an end to exploitation of Scheduled Castes, Scheduled Tribes and economically backward sections of the society.

Question 3.
What is the difference between Fundamental Rights and the Directive Principles of State Policy ?
Answer:
Fundamental Rights

  1. They are justiciable by law. A person can go to the Supreme Court, High Court or any other court if his right has been violated.
  2. Their aim is to establish political democracy.
  3. Some of our fundamental rights can be suspended during emergency.

Directive Principles of State Policy

  1. They are not justiciable. It has no legal remedies. One cannot take recourse to law for their implementation.
  2. Their aim is to give economic and social equality.
  3. Directive Principles of the state policy cannot be suspended.

Question 4.
How can Directive Principles help in the establishment of a Welfare State ?
Answer:
The Directive Principles can help in the establishment of a welfare state because they are ‘guidelines’ to the Government to bring about all round progress to the citizens of the Indian Republic. Moreover by endeavouring to bring economic and social equality, educational upliftment and by stopping exploitation of children and of scheduled castes and tribes, it aims at establishing a welfare state. It will also encourage international peace and security and co-existence among nations. It will help in realising Gandhiji’s dreams of a welfare state.

How can the Directive Principles of State Policy be very effective ?
Answer:
Though the Directive Principles of State Policy are non justiciable, no government can ignore the Directive Principles of State Policy.They have the force of public opinion to make it effective. If a government fails to implement the Directive Principles, the voters may refuse to vote for it. In this way the success or failure of the government depends on carrying out these directives.

Question 2.
Which part of the constitution contains the Directive Principles of State Policy ?
Answer:
These principles are contained in Part IV of the Constitution and run into no less than sixteen articles, i.e., Articles 36 to 51. These principles or the like have not been incorporated in any constitution of the democratic world except in the constitution of Ireland.

What are Directive Principles of Administrative importance ?
Answer:
According to these principles the state shall work for the separation of executive and judicial powers at all levels in the state. It will also try to revive the institution of Panchayati Raj of Gandhijrs dreams. In this way political and administrative power will be decentralised.
